RTO Website Structure: Organise Courses So Google Finds Them

It decides whether Google can find and rank your qualifications and whether a prospective student can reach the right course page in three clicks. The 2026 data is consistent: pages more than three clicks from the homepage see roughly 70 percent less crawl frequency, pillar-and-cluster architecture with bi-directional linking is the standard, and faceted navigation (course filters) is behind around half of all crawl issues. Most RTO sites never chose a structure; they added qualifications one at a time until thirty course pages sat under a single “Courses” menu with no grouping, no hubs and no hierarchy. The fix is a deliberate taxonomy (grouping by industry usually wins), industry hub pages that carry genuine content rather than functioning as doorways, URL decisions that survive qualification supersession and campus growth, and internal linking that connects every course page to a hub and every hub to the homepage. Structure can usually be repaired without a rebuild, but URL changes on a site that already ranks need a full redirect map before anything moves.

Most RTO websites were never structured. They accumulated.

Here is how the typical RTO website reached its current shape. The site launched with six qualifications. Two more were added the next year. A new campus opened, so the address went in the footer. Three qualifications were superseded, and their pages were quietly renamed. A blog started, stopped, restarted. Five years on, twenty-eight course pages sit in a single dropdown, half of them four clicks deep, the blog links to nothing, and nobody can say why the aged care page ranks, and the disability page does not.

Why Structure Decides What Ranks

Search engines discover and revalue pages by following links. A page’s distance from the homepage, measured in clicks, is a proxy for how important the site thinks it is. Current research puts the threshold at three clicks: pages four or more clicks deep are crawled around 70 percent less often than pages within two, and are treated as low priority precisely because the site treats them as hard to reach.

For an RTO, the pages that generate enrolments are course pages. On an accumulated site, those are often the deepest pages: Home, then Courses, then a category, then a sub-category, then the qualification. Four clicks. The most commercially important pages on the site are the ones Google visits least.

The second structural signal is grouping. Google reads a set of interlinked pages on a shared topic as evidence of topical authority, which is why pillar-and-cluster architecture has become the 2026 standard: a hub page links down to every page in its cluster, every cluster page links back up, and siblings cross-link where it helps the reader. A site with thirty course pages that do not link to each other or to anything above them is thirty isolated pages, not a cluster.

There is now a third reason. AI Overviews appear in somewhere between 16 and 25 percent of Google searches, depending on the study, and AI systems retrieve content by following the same structural signals. A qualification page that is well connected to an industry hub and career content is more likely to be surfaced as part of a coherent answer than one sitting alone at the bottom of a menu.

The Five Page Types and How They Nest

The SEO pillar defines the five layers. Here is the hierarchy that holds them.

Tier 1: Homepage. Links to every industry hub and to the highest-value course pages directly.

Tier 2: Industry hubs (the pillar’s Layer 4). One per sector you deliver in: aged care, disability, community services, construction, business, fitness. Each links to every course page in that sector and to the career-pathway content for it.

Tier 3: Course pages (Layer 1), one per qualification, sitting under their industry hub. Qualification-code pages (Layer 2) sit alongside or fold into the course page depending on scope size.

Cross-cutting: career-pathway content (Layer 3) links into the relevant hub and course pages from the blog or a careers section. Local campus pages (Layer 5) link to the hubs and courses delivered at that campus.

The click-depth arithmetic for a 25-qualification RTO across five sectors: every course page is reachable at Home, then hub, then course. Three clicks maximum, most at two if the homepage links the priority qualifications directly. Compare the accumulated version: Home, then Courses, then Category, then Sub-category, then Course. The hub tier is not an extra layer; it replaces the two generic category layers that were adding depth without adding meaning.

Choosing Your Course Taxonomy

Taxonomy is the axis you group qualifications on. It determines what your industry hubs are, what your menu looks like, and which searches your structure supports. There are four candidate axes and most RTOs should choose the first.

By industry or sector. Aged care, disability, community services, early childhood, construction, business, hospitality. This matches how prospective students think (“I want to work in aged care”) and how they search. It produces hubs with natural content (that sector’s careers, employers, funding). It is the right default for almost every RTO.

By AQF level. Certificate II, III, IV, Diploma. This mirrors how RTOs think internally and how training packages are organised. Almost nobody searches this way. A Certificate III hub page has no natural audience and no natural content. Use AQF level as a secondary attribute, never the primary grouping.

By delivery mode. Online, on campus, workplace. Real searches exist (“Certificate III Individual Support online”), but delivery mode belongs on the course page as a filter or a section, not as the top-level structure. A site organised by delivery mode splits each qualification across multiple parents.

By audience. Career changers, school leavers, employers. Useful for marketing pages and career content, wrong as a course taxonomy because most qualifications serve multiple audiences.

Use keyword data to confirm the sector groupings. If your keyword research shows meaningful search volume for “disability support courses” as a phrase distinct from “aged care courses”, they are separate hubs. If the volume collapses into one, they share a hub.

The faceted navigation warning. Course finders with filter combinations (sector, level, mode, location, funding) generate a URL for every combination. Faceted navigation is responsible for roughly half of all Google crawl issues, because a filter set that produces 400 near-identical URLs consumes crawl budget the course pages need. Industry Hub Pages as Structure, and the Doorway Test

The SEO pillar describes what an industry hub contains: employer profiles, wage benchmarks, career progression, regulatory changes, sector context. This section covers its structural role and the way most RTOs get it wrong.

Structurally, the hub is the parent of every course page in its sector. It catches the broad searches (“aged care courses Sydney”, “how to get into disability support”) that no individual qualification page can rank for, and routes that traffic to the specific course pages. It concentrates the sector’s topical authority in one place and passes it down. Without the hub, your five aged care qualifications compete with each other for the broad search and none of them wins it.

The doorway test. Google’s policy on doorway pages targets pages that exist only to funnel visitors somewhere else with no independent value. A hub page that consists of a keyword-heavy paragraph above a list of five course links is exactly that, and it can hurt the site rather than help it. The test is simple: remove the course links and ask whether the page is still useful. A page that explains the aged care career ladder, which qualification suits which entry point, what the funding landscape looks like this year and what employers in the sector hire for passes the test. A page that says “we offer a range of nationally recognised aged care courses” and lists them does not.

The compliance note. A hub page is marketing material under the Information and Transparency Practice Guide. It carries the same obligations as a course page: no prohibited phrases, no implied outcomes, and no qualification listed that is not on your current scope. A hub that mentions “our pathway into nursing” when you deliver nothing that leads there is a scope representation problem. URL Structure: Codes, Names and the Multi-Campus Multiplication

Three URL decisions shape how well the structure survives time and growth.

Hierarchical or flat. Hierarchical URLs mirror the tiers: /aged-care/certificate-iii-individual-support/. Flat URLs put every course at the root: /certificate-iii-individual-support/. Hierarchical is clearer for large scopes and reinforces the hub relationship. Flat is simpler and avoids a URL change when a qualification moves between sectors. For most RTOs with more than ten qualifications, hierarchical wins. Either way, breadcrumbs should reflect the hierarchy; the schema is covered in the website SEO guide.

Codes in URLs. Putting the qualification code in the URL (/chc33021-certificate-iii-individual-support/) targets code searches directly and looks authoritative. The cost arrives at supersession: when CHC33021 becomes CHC33026, the URL is wrong, and you either keep a stale code in a live URL or change the URL and redirect. Recommended: qualification name in the URL, code in the title tag, H1 and body, and a dedicated code page (Layer 2) if code search volume justifies it. The multi-campus multiplication. An RTO with 20 qualifications and 4 campuses does not need 80 course-by-location pages, and building them is a fast route to thin, duplicate content. The structure that works: one course page per qualification listing every campus it is delivered at, plus one local page per campus (Layer 5) listing every qualification delivered there, with the two linking to each other. Location-specific searches are served by the campus page and by the Google Business Profile for that campus, not by 80 near-identical course pages.

The warning that matters most. Changing URLs on a site that already ranks is where traffic disappears. Every old URL needs a permanent redirect to its exact new equivalent, mapped in full before anything moves, and the internal links updated so the site is not routing through redirects. If your current URLs are ugly but the pages rank, the ugliness is not the problem. Restructure URLs only when the structure is genuinely broken, and never as a cosmetic exercise.

Internal Linking That Activates the Structure

Hierarchy on its own is inert. Links are what make it work. The general content-cluster strategy sits in the SEO pillar; these are the RTO-specific rules.

  • Every course page links up to its industry hub, in the body or breadcrumb, with the sector name as the anchor. A course page with no parent link is an orphan in Google’s model even if it sits in a menu.
  • Every hub links down to every course page in its sector, with the qualification title as the anchor. Not a “view all courses” button. Named links.
  • Sibling course pages cross-link where the pathway is real. Certificate III in Individual Support links to Certificate IV in Ageing Support as the next step. This mirrors the career ladder and keeps students on the site.
  • Career content links to the course pages it leads to. A “how to become an aged care worker” article that does not link to your Certificate III page is a marketing cost with no return. This is the most common broken link on RTO sites: the blog exists in isolation.
  • Campus pages link to the courses delivered there, and course pages link to the campuses that deliver them.

The fastest audit is an orphan check: export every URL from your sitemap, then check which ones have zero internal links pointing at them from other pages. On accumulated RTO sites, the answer is often a third of the course pages. Those pages are being asked to rank with nothing supporting them.

Fixing Structure Without a Rebuild

Most structural problems are repairable on the existing platform, in this order.

First, build the hubs. New pages, no URL changes, no redirect risk. One hub per sector, passing the doorway test, linking to every course page in scope. This alone brings most course pages within three clicks.

Second, fix the links. Add the upward links from course pages to hubs, the sibling links along qualification pathways, and the links from career content to course pages. Again, no URL changes.

Third, flatten the menu. Replace generic category layers with the hub tier. Menu changes do not change URLs.

Fourth, and only if needed, restructure URLs with the full redirect map described above.

One course page per qualification listing all delivery campuses, one campus page per location listing all qualifications delivered there, linked both ways. Do not build a course page per qualification per campus; the result is thin duplicate content that dilutes rather than strengthens.

Will changing my site structure hurt my rankings?

Adding hubs, fixing links, and changing menus will not; they involve no URL changes. Changing URLs can, and does, when redirects are incomplete. Map every redirect before moving anything, and only restructure URLs when the existing structure is genuinely broken rather than merely untidy.

What Happens Next

Run the orphan check. Export your sitemap, list every course page, and count the internal links each one receives from other pages. The pages with zero or one are the ones being asked to rank unsupported, and they usually explain the gap between the qualifications that get enquiries and the ones that do not.
